Following the Croatian Government’s amendments to the Act on Procedures Concerning Illegally Constructed Buildings, published in the Official Gazette (NN 48/2026) and effective as of 16 May 2026, the process of legalizing illegally constructed buildings in Croatia has been reopened. This time, the changes introduce a permanent solution — the deadline for submitting applications has been abolished, meaning that owners of illegally constructed properties, including houses, garages, holiday homes, agricultural buildings, and other auxiliary structures, are no longer restricted by a specific timeframe for initiating the legalization process.
Buildings constructed by 21 June 2011 may be eligible for legalization. One of the key forms of evidence confirming that a building existed before this date is the official orthophoto imagery of the State Geodetic Administration. Applications will now be submitted digitally through the eDozvola system.
